Learning to read can be a difficult task. Recent research indicates that many children are struggling as they try to grasp the rudiments of a confusing system of letters, sounds, and words. The United States government grew concerned by the number of children emerging from school who lacked a reading foundation and comprehension skills. In response, Congress issued a mandate that no child should be left behind in the classroom. As a result, teachers, children, parents, and government are working together to make sure that every child becomes a successful reader.

The National Reading Panel (NRP), a group of educators selected to act on behalf of the government, reviewed numerous reports and studies to determine the important elements essential to reading success. In 2001, the panel published Put Reading First: The Research Building Blocks for Teaching Children to Read. The report identified five areas critical to reading development: phonemic awareness, phonics, vocabulary, fluency, and comprehension.
